The Challenge
M.H managed its claims and clinical data systems through eight disparate offshore vendors, each contracted for a different module. Coordinating a single feature change meant negotiating scope across four separate vendor contracts, and Protected Health Information (PHI) was scattered across systems M.H did not fully control. Domestically, engineers with both healthcare-data experience and HIPAA compliance fluency were scarce and slow to hire at the pace M.H needed.
The Solution
GTEMAS built a Global Delivery Center (GDC) - an ongoing partnership where M.H and GTEMAS run the center together, not a vendor engagement. Security: We established a physical 'Clean Room' with biometric access and encrypted VDI, so PHI never left a controlled environment covered by a signed Business Associate Agreement (BAA). Structure: We organized into 'Pods' mirroring M.H's business (Claims, Clinical Data, Member Portal), replacing the eight-vendor sprawl with one accountable team. Talent: We matched 28 engineers from the Talent Ecosystem with prior healthcare-data or HL7/FHIR experience, consolidating what used to be 8 vendor relationships into a single, M.H-aligned engineering organization.
Architectural Strategy
Encrypted VDI over a dedicated private link. HL7/FHIR-compliant data layer wrapping legacy claims systems, hosted on AWS using BAA-covered services only.
Impact & Achievements
Collapsing eight vendor relationships into one GDC cut M.H's average feature lead time from a multi-contract negotiation to a single planning conversation. M.H's compliance team now audits one team under one BAA instead of eight, and M.H retains full oversight of the codebase and engineering culture.
